Del Sur is what happens when a community is planned all at once with a large amenity budget: pools, trails, greenbelts, community events, and a coherence that older neighbourhoods can't manufacture. It is also inside a Community Facilities District, and that is the conversation nobody wants to have before an offer and everybody has after one.
What's actually here
Built from the mid-2000s onward as part of Black Mountain Ranch, and still among the newest housing in this corridor. Contemporary construction throughout: open plans, high ceilings, modern insulation and electrical, solar on much of the newer stock, and the energy efficiency that current California code requires.
The plan is unusually well executed. Extensive trails, a large number of community pools for the number of homes, generous greenbelts, and a design vocabulary that holds together across the whole development. Del Sur Elementary and Design39Campus sit within the community in the Poway Unified attendance area.
If you want a house where nothing needs doing for a decade, this is the most reliable place on this list to find one.
What it costs to hold
Read this part twice. Del Sur sits within Black Mountain Ranch, and the City of San Diego lists Community Facilities District No. 4 (Black Mountain Ranch Villages) among its active districts. That means a Mello-Roos special tax on the property tax bill, charged separately from the 1% general levy.
There is an HOA on top of that, and it is not a token one — it funds the pools, trails and programming that make the community what it is.
So the monthly cost of a Del Sur home is the mortgage, plus the base property tax, plus the special tax, plus the HOA. A national mortgage calculator will show you the first two and miss the rest, and buyers arrive at closing genuinely shocked. That gap is why I built the estimator.
The special tax does not run forever. The City states these taxes are programmed to end once the bonds are repaid — no more than 30 years after issuance — and publishes anticipated final levy years by district. Find out where the specific parcel sits in that schedule. A district with eight years left is a different purchase from one with twenty-two.
Assessment and HOA status vary parcel by parcel, and this page is a starting point, not a source. Pull the actual bill from the County Treasurer–Tax Collector, then put the real figure into the monthly cost estimator.
The commute, honestly
SR-56 is the main artery, running west to Carmel Valley, Torrey Pines and the coast, and east to I-15. Camino Del Sur and Carmel Valley Road serve the community internally.
For Torrey Pines and Carmel Valley employment this is a reasonable drive. For downtown it is a long one. SR-56 is two lanes each way for much of its length and it does congest — drive it at your real departure time before you sign.
Who it suits
It suits households who want new construction, amenities they will actually use, and the Poway Unified attendance area, and who understand and accept the carrying cost. Families with young children get genuine value from the pools and programming — the amenities are not decorative here.
It suits less well anyone optimising for lowest monthly cost, anyone who dislikes HOA governance and design review, and anyone who wants an older house with character.
What I'd tell you over coffee
I am not against Del Sur. Plenty of my clients are happy here and the community delivers what it promises.
What I object to is people discovering the Mello-Roos late. Before you write an offer, find the actual special tax on the actual parcel — it is public, it takes two minutes, and I will pull it for you if you'd rather. Then decide with the real number in front of you. A buyer who chooses Del Sur knowing exactly what it costs is a buyer who stays happy. A buyer who finds out in escrow spends five years resenting a line on a tax bill.
